LEADS Fee Structure

LEADS Access Category	Monthly Fees	Details
Indirect Access The agency has no means to query LEADS directly. Information is accessed through requests to a terminal agency.	$50	Agency must sign a LEADS Non-terminal Agency Agreement.
Direct Access The agency has terminal or mobile applications through which it can query LEADS.	$250	Agency must sign a LEADS Terminal Agency Agreement.
Connectivity Secure access services provided and managed by LEADS.	DMVPN: $350 per router Client VPN: $5 per PC Identity Mgt/MFA: $5 per user	DMVPN required for agencies with interfaced systems (e.g., CAD, MDT, RMS, et al.)

LEADS ACCESS

Did you know agencies are required to submit employees or contractors with arrest records to LEADS prior to permitting direct or indirect access to Criminal Justice Information (CJI)?

Per the CJIS Security Policy: To verify identification, state of residency and national fingerprint-based record checks shall be conducted prior to granting access to CJI for all personnel who have unescorted access to unencrypted CJI or unescorted access to physically secure locations or controlled areas (during times of CJI processing). Additionally, if a record of any kind exists, access to CJI shall not be granted until the CSO or his/her designee reviews the matter to determine if access is appropriate.

Refer to the LEADS Manual (Agency Coordinator) for LEADS access requirements.

Note: A state and national fingerprint-based record check is only required once. Additionally, a computerized criminal history (CCH) is recommended as a part of the triennial audit preparation.

Note: The LOU form should not be submitted until the state and national fingerprint record check has been received. Agency TACs are required to indicate completion and the date of completion prior to submission.

LEADS SECURITY

LEADS Security has recently implemented a new method to communicate vulnerabilities, cyber risks, security reports and virtual training opportunities to agencies. This new method will utilize www.cjisonline.com.

Notifications are currently restricted to the TAC, ATAC, LASO, IT, Chief, Sheriff and LEADS Administrator.

Personnel should be limited to the individual meeting the assignment criteria and are designated to receive pertinent information from LEADS Security.

To designate a recipient, go to Administration, Manage Users, Edit, and select Assignment tab.
Note: Please do not designate all agency personnel.

When a message is sent from LEADS Security, the designated agency personnel will receive email notification from donotreply@cjisonline.com.

Once logged in, the user can find the messages on the Dashboard under the message tile or by clicking the envelope notification in the upper right hand of the screen.

LEADS OPERATOR UPDATES (LOU) SUBMISSION REQUIREMENTS

Agencies are reminded that each agency is responsible for submitting its own LEADS Operator Update (LOU) to LEADS.

Agencies that have access to the LOU form through their terminal must use the online submission processes and should not submit a paper LOU form. Agencies without access to the online system may submit the paper LEADS Operator Update form available on the LEADS website at Forms.

Please Note:

• Agencies, including dispatch centers, may not submit an LOU on behalf of another agency.
• When submitting an online or paper LOU, be sure to include:
  • The fingerprint date
  • The certification being requested

Providing complete and accurate information assists the LEADS Helpdesk to process requests efficiently and prevents unnecessary delays.

If an employee leaves your agency, do not transfer them to another agency. The appropriate action is to submit an LOU to disable the user.

A user’s LEADS certification follows them and retains the same expiration date. Disabling a user removes their access at your agency but does not cancel or alter their certification status. When the individual joins a new agency, their certification will remain valid until its original expiration date.

Maintaining these procedures ensures compliance, protects system integrity, and supports accurate recordkeeping.

TRAINING OPPORTUNITIES

All classes are available for registration online through nexTEST. Registration is required to attend. If you register for a class and cannot attend, withdraw in nexTEST or contact Training Analyst, Ian Miller at immiller@dps.ohio.gov.

Classes are subject to change. Classes will be held via Microsoft Teams or in-person at the Ohio Department of Public Safety Shipley Building, 1970 West Broad Street, Columbus, Ohio 43223. Refer to nexTEST Training Registration to confirm time, location, availability and additional classes.
